ICPC Reviews Petition Against Former Rivers Sole Administrator, Ibas, Over ₦283.3 Billion Allocation

The Independent Corrupt Practices and Other Related Offences Commission (ICPC) is currently reviewing a petition filed by human rights lawyer Deji Adeyanju, urging an investigation into the financial activities of Vice Admiral Ibok-Ete Ekwe Ibas (retd.), the former Sole Administrator of Rivers State. The petition alleges mismanagement of ₦283.3 billion allocated to the state during Ibas's six-month tenure from March 18 to September 17, 2025.

Allegations of Financial Mismanagement

According to Adeyanju, the ₦283.3 billion comprises ₦36.6 billion in local government allocations for January and February 2025, which had been previously withheld, and ₦246.7 billion in combined state and local government allocations between March and June 2025. Despite these substantial inflows, Adeyanju contends that there is little to no evidence of tangible development or projects executed during Ibas's administration. The petition highlights the "cosmetic renovation" of the Rivers State House of Assembly Complex as the only notable project, raising concerns about the utilization of the funds.

Concerns Over Transparency and Accountability

The petition further criticizes Ibas for failing to release the mandatory budget performance reports for the second quarter of 2025, a requirement aimed at ensuring transparency in the management of public funds. Additionally, statements attributed to Ibas's media aide, Hector Igbikiowubu, suggesting that the former Sole Administrator was not answerable to the Rivers State House of Assembly but only to the President and the National Assembly, have raised questions about the accountability mechanisms during the emergency rule.

Call for Urgent Investigation

Adeyanju has urged the ICPC to urgently investigate the financial activities of Ibas during his tenure, ascertain how the ₦283.3 billion was spent, and determine whether any misappropriation or abuse of office occurred. The petition emphasizes the need for accountability and transparency in the management of public funds to uphold the principles of good governance in Nigeria.

As of now, the ICPC has not issued an official statement regarding the petition. However, the review of the petition signifies the Commission's commitment to addressing allegations of financial misconduct and ensuring that public officials are held accountable for their actions.
