Lima, Peru — October 22, 2025

Peru’s President, Jose Jeri, has declared a 30-day state of emergency in the nation’s capital, Lima, and the neighbouring province of Callao, following a surge in violent crime and increasing civil unrest.

The declaration, announced in a televised address on Tuesday, comes after a week of violent protests that left one person dead and over 100 injured. President Jeri said the measure, approved by the Council of Ministers, will take effect just after midnight and authorises the deployment of the armed forces alongside the national police to restore public order.

> “We are moving from defence to offence in the fight against crime — a fight that will allow us to regain peace, tranquillity, and the trust of millions of Peruvians,”
— President Jose Jeri said.

Jeri, who took office earlier this month after the ouster of former President Dina Boluarte, has pledged to make security and crime reduction the cornerstone of his administration. Last week, he introduced a new cabinet and faced his first major demonstration, led by civil society groups and young activists from Generation Z, calling for urgent reforms to tackle the country’s worsening security crisis.

While this isn’t the first emergency measure imposed in Peru — former President Boluarte implemented a similar 30-day order in March — analysts warn that repeated declarations have failed to curb violence or restore public trust in the nation’s security forces.

The Peruvian government, however, maintains that this latest directive represents a renewed and coordinated effort to bring stability to one of South America’s most volatile urban regions.
