Dangote Signals Plan for East Africa Refinery Amid Fuel Demand Growth

Aliko Dangote, President of Dangote Group, has hinted at plans to establish a petroleum refinery in East Africa, contingent on favorable investment conditions and government cooperation.

Speaking during a recent business engagement, Dangote emphasized that the decision to expand into East Africa would depend on factors such as regulatory stability, crude oil supply availability, infrastructure readiness, and investor-friendly policies. He noted that while the region presents strong growth potential due to rising energy demand, investors require assurances to commit billions of dollars into large-scale refining projects.

Dangote highlighted the success and lessons learned from the massive Dangote Refinery in Lagos, stating that similar projects could help African countries reduce dependence on imported refined petroleum products. According to him, building refineries within the continent remains a strategic move to boost energy security, create jobs, and strengthen local economies.

He also pointed out that many African nations still rely heavily on fuel imports despite being crude oil producers, a situation he believes can be reversed through regional investments in refining capacity. East Africa, with its expanding population and industrial base, was identified as a promising market if governments provide the right incentives.

Industry analysts say Dangote’s interest in East Africa could reshape the region’s downstream oil sector, attract foreign investment, and encourage competition. However, they caution that challenges such as financing, logistics, and policy consistency must be addressed.

Dangote reiterated that his group remains committed to supporting Africa’s industrialization and would proceed with expansion plans only when conditions align with long-term sustainability and profitability goals.
